Unfortunately for Williams, there are a number of possible romances for a male Shepard, all of which are far more fulfilling.
The idea of romancing the last surviving member of the Prothean race might sound rather enticing, at first glance. However, over time, people will realize that Javik's romance is one of the most inconsequential things in the entire game. No one acknowledges the tryst that Javik has with a female Shepard.
It's a testament to how boring the characters mentioned above really are that ending up with such a barebones romantic option is still a better option. The second new romance option is Samantha Traynor, though she can only be wooed by a female Commander. Exploring a relationship with Traynor is certainly more interesting than with Cortez. However, there is one vital component that she is missing: history. Many of the other romances in Mass Effect 3 were formed in the previous two games.
Bonds have already been created, and frankly, it can seem like more effort to develop a new relationship with Traynor. At least, she is slightly more memorable than Cortez. One of the more intriguing characters in Mass Effect 2 , Samara's presence in the third game is certainly quite muted in comparison. After getting a massive reality check in the third game, Samara finally decides to give in and shares a tender moment with Shepard.

During this DLC, if Commander Shepard romanced a new love interest, even if it was just for a one-night stand, Liara will state that she's aware of it. This provides Shepard with the opportunity to either break up with Liara or reaffirm their relationship.
Interestingly, choosing to reaffirm their relationship still does not limit Shepard from initiating a romantic scene with another partner while passing through the Omega 4 Relay. This seems to have no effect on Liara later on, and Shepard can continue onto Mass Effect 3 to romance her, however, Shepard will be forced to choose between their love interests during the third game. From this point, you'll have several interactions with Ashley to help lock her in as your Romance Partner.
This is the point where those who didn't Romance her in Mass Effect 1 will be able to for the first time in 3. You'll want to be here for Ash and pick comforting dialogue choices, and use the Paragon Interrupt, to progress things. Next, at some point Ashley will send an email asking to meet Shepard on the Citadel.
This is where you can Lock her In as it were. You'll want to pick "You're very distracting" and then "Yes" to confirm the Romance. Picking "No time for that during a war" or "It's not the right time" will permanently turn her down. With Ashley confirmed as your Romantic partner, the game won't let you start or continue for a Romance towards anybody else. If you have the Leviathan DLC, you'll have some unique dialogue with her in the final mission, and if you have the Citadel DLC, you'll have a great amount of unique dialogue and altered scenes with her.
In the calm before the storm before you go to the Conduit beam, you can have a final talk with her before you go. The last time you can interact with Ashley is in the Extended Cut during the final charge to the Conduit Beam.
Here, a Mako will overturn and flip dangerously close to her. If your EMS is 1, or lower, Harbinger will then vaporize her with his laser beam. If it's 1, or higher, she'll be injured by the Mako and Shepard calls for an emergency pick-up, where you can have your final words with her. After you make your Crucible choice at the very end of the game, Ashley will be the one to put Shepard's name up on the Memorial Wall.

This is because you won't get another shot to pick your Squad after that point. You won't have to worry about Ashley surviving the Suicide Mission: since she's never part of Normandy's Crew in Mass Effect 2, she's at no risk whatsoever.
